The mission of the State Office of Career, Technical and Adult Education (SOCTAE) is to create a unified education system for Career, Technical and Adult Education, inclusive of cultural diversities, disabilities, trades and skillsets that support an equitable and inclusive academic, career and technical education teaching and learning environment, resulting in a skilled workforce and heightened economic development in the United States Virgin Islands.
The Carl D. Perkins Career and Technical Education Act was reauthorized in 2018 as the Strengthening Career and Technical Education Act for the 21st Century (Perkins V).
Perkins V's purpose is to develop more fully the academic knowledge and technical employability skills of secondary and postsecondary students enrolled in CTE programs of study that will increase employment opportunities for special populations and provide individuals with skills needed to keep the United States competitive. The USVI Department of Education invite public comment on the below Negotiated Levels of Performance in SY 24-25 for Career and Technical Education at the Secondary (High Schools and Post-Secondary (Adult) levels. VIDE must engage in the required public comment process pursuant to section 113(b)(3)(B) of Perkins V
The USDOE’s Division of Academic and Technical Education set specific performance measures that the territory must, at minimum report. Those measures are listed below. The negotiated Levels of Performance remain the same, or less than prior year’s levels of performance to allow programs an opportunity to attain measurable outcomes.

SECONDARY CTE (indicators will increase by 5% each year over PY's 2024 through PY 2028)
50% of concentrators will received post-program placement (e.g. college, employment, military…) (This concentrator’s percentage will remain the same. Post program placement and follow-up are critical components of CTE)
10% of non-traditional program concentrators (e.g. careers that are gender specific…women in automotive, or males in nursing).(this indicator was reduced by 10% to allow programs an opportunity to successfully market and engage non trad participation. Nontraditional enrollment speaks to occupations or fields of work, including careers in computer science, technology, and other current and emerging high skill occupations, for which individuals from one gender comprise less than 25% of the individuals employed in each such occupation of field of work.)
70% of CTE concentrators graduating from high school would have participated in work-based learning. (Section 113(b)(2)(A)(iv)(I) of Perkins V) (All CTE concentrators must engage in On the Job Training, Apprenticeship, or work based learning in their respective career path. The USVI CTE programs have been conducting this measure and data must be collected and reported)
POST SECONDARY (indicators will increase by 5% each year over PY's 2024 through PY 2028)
50% of adult learners in postsecondary will receive placement (e.g. the workforce, college, military, etc...) (This concentrator’s percentage will remain the same. Post program placement and follow-up are critical components of CTE)
50% of Adult Learners will earn a recognized post-secondary credential. (This concentrator will remain the same. The Virgin Islands is successful in this measure and data must be collected and reported)
