POISTION: SCHOOL BUS SAFETY FIELD INSPECTOR

DEFINITION

The employee ensures bus safety compliance from the loading of the busses to the unloading at schools and vice versa. Incumbent also conducts scheduled and unscheduled inspections to determine if bus stops, busses and school children are operating within applicable rules, regulations and procedures. The School Safety Field Inspector serves as liaison with bus drivers, educational personnel, and the public. Considerable independent judgment is performed under the general supervision of the Superintendent of Education.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Visits different bus stops and schools to monitor loading/unloading of children;
  • Conducts scheduled and unscheduled spot visits bus stops and other drop off points to determine if the premises, personnel, and children meet all the requirements and regulations;
  • Conducts motor vehicle and school bus inspections, as needed;
  • Documents deficiencies and noncompliance to notify appropriate department personnel of violations so investigations and/or enforcement action can be executed;
  • Receives and responds to complaints about bus stops, busses or other; researches complaints by conduction investigations and preparing reports in reference to the same; takes appropriate corrective action within the scope of job responsibilities;
  • Inspects and ensures bus transportation compliance to VI Code Title20 and to Federal (CFR)Title 49;
  • Coordinates and trains all children using school bus facilities about bus safety rules and regulations;
  • Conducts safety checks of bus stops to ensure distance from curbs or intersections reporting findings to established authorities;
  • Organizes schedule to visit sites and maintains appropriate records and files;
  • Reviews and analyzes reports and other documentation gathered, to determine compliance with acceptable standards, training needs and competence levels of bus drivers and supervisory personnel and identifies needed changes in established standards;
  • Confers with motor vehicle inspection personnel statewide reference trends, problems, criminal activity, etc;
  • Collects data and prepares reports; reviews and edits reports received for clarity and completeness;
  • Compiles and maintains reports, logs, records and statistics pertaining to school bus inspections, Title inspection programs etc;
  • Develops, coordinates, schedules, and conducts formal and on the job training for bus drivers, students, supervisory staff at schools and at bus stops or other authorized individuals;
  • Attends workshops, meetings, conferences and seminars to gather and share information as well as learn about new developments and trends in motor vehicles and inspections;
  • Serves as expert in the field and provides technical guidance to all individuals related to School Bus safety issues;
  • Operates vehicle to perform job related duties and travel;
  • Operates standard office equipment (e.g. video terminal, telephone copier, fax machine, calculator, computer);

FACTOR I: KNOWLEDGE AND SKILLS REQUIRED

  • Knowledge of department and statutory policies, procedures, rules, regulations in reference to motor vehicle inspections;
  • Knowledge of Local and Federal School Bus and traffic safety codes;
  • Knowledge and practice of the safety precautions and occupational hazards associated with vehicles and school buses;
  • Knowledge of the methods, practices, procedure, equipment and materials used in the inspection of motor vehicles and school buses;
  • Knowledge of the principles of supervision;
  • Knowledge of technology for creating reports and keeping statistical data;
  • Ability to communicate in English clearly and concisely, both orally and in writing;
  • Ability to handle restricted and confidential information in a professional manner and maintain the information as such;
  • Ability to make decisions in accordance with applicable department and statutory rules, regulations, policies and procedures;
  • Ability to interact with students, the public, school bus related staff, and other employees on a daily basis;
  • Ability to prepare, edit, compile and maintain records, statistical data, reports etc.;
  • Ability to develop, coordinate, schedule and conduct the training of school bus drivers;
  • Ability to use tools and equipment associated with motor vehicle and school bus inspections;
  • Ability to graciously, diplomatically and professionally deal with individuals in difficult situations;
  • Ability to conduct scheduled and unscheduled visits for inspection, document deficiencies and take appropriate action;
  • Ability to receive and investigate complaints;
  • Ability to solve problems;
  • Ability to develop, implement, and review policies and procedures;
  • Ability to develop materials and conduct training;
  • Ability to testify in court in the role of an expert witness in legal proceedings;
  • Ability to respond to a variety of requests for information;

  • Ability to maintain effective working relationships with associates and the general public.

FACTOR II: SUPERVISORY CONTROLS

  • Works independently, creating own schedule using initiative and independent judgment under the supervision of the Superintendent of the Department of Education;
  • Work is reviewed through reports and achievement of school transportation safety objectives;
  • Incumbent manages schedule based on the understanding of defined objectives and priorities;
  • Employee works under the supervision of the DOE Superintendent who assigns duties, describes scope of goals and objectives and furnishes guidance only on critical issues;
  • Work is controlled by routine review and reporting to or consultation with supervisors;
  • Work is reviewed through conferences, reports and achievement of objectives;
  • Incumbent plans and schedules own work and/or work of others based on the understanding of broadly defined objectives and priorities, supervisor reviews work after completion;
  • Instruction provided only in new situations, methods, procedures that are not clearly related to existing tasks and duties.

FACTOR III: GUIDELINES

  • Strict compliance to Federal and local safety traffic guidelines and procedures;
  • Compliance to HIPAA federal Law;
  • Employee is expected to use knowledge acquired through training and experience in making independent decisions;
  • Employee is expected to utilize strict judgment in differentiating confidential information and public information in public relations and press releases.

FACTOR IV: COMPLEXITY

  • Work is of a demanding, confidential, and organizational nature that may involve a variety of duties;
  • Wide variety of complicated job tasks requiring coordinating numerous processes/methods.
  • Analytical thought becomes more important at this level due to increased data and changing situations;
  • Often coordinates or organizes the work of others;
  • Alternatives may exist for methods to be used in solving problems;
  • Duties require a high degree of concentration because of factors to be considered and weighed before decisions are made;
  • Guidelines at this level are not necessarily technical in nature, requiring careful interpretation;
  • Regular multiple or conflicting demands, deadlines, emergencies, or time pressures;
  • Regular sustained concentration is required.

FACTOR V: SCOPE AND EFFECT

  • Supervises School Transportation safety to ensure an efficient working relationship between the School Bus System, the Department of Education and other Activity Centers receiving relevant transportation services;
  • This is supervisory work in directing and coordinating services, not limited to school bus drivers, school community, parents, and students;
  • Work requires the use of considerable initiative and judgment in the dissemination of information since some of it may be strictly confidential.

FACTOR VI: PERSONAL CONTACTS AND PURPOSE OF CONTACTS

  • DOE Superintendent, principals, employees from other government agencies, managerial personnel other administrative officials, students, parents, civic, religious, and other community businesses and organizations.
  • Offers or obtains specialized information and provides assistance on complex matters.
  • Ongoing involvement outside the immediate unit.

FACTOR VII: WORK ENVIRONMENT

  • Work environment involves driving hazards or discomforts typical of offices, meeting and training rooms, or libraries;
  • Comfortable levels of temperature, ventilation, lighting and sound are inherent in the office environment;
  • Exposure to deviations from pleasant environmental conditions is constant on field work.

QUALIFICATIONS

  • High School diploma; because of insurance regulations must be at least twenty one years old;
  • Must have a valid VI Drivers License; and a good driving record.
